Lusaka, Zambia 10 April, 2025 – The Ministry of Green Economy and Environment supported by the Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program hosted a capacity building workshop for the Ministry of Justice and the Ministry of Finance and National Planning and the Zambia Revenue Authority (ZRA) on carbon markets, Article 6 of the Paris Agreement and carbon market development in Zambia.

The Ministry holds the mandate for the regulation of Carbon Markets in Zambia, and as such has embarked on the alignment of Zambia’s Carbon Market with Article 6 of the Paris Agreement, to ensure the highest level of integrity.

The domestication of the Paris Agreement, which facilitates for two or more countries to trade verifiable and authorized emission reductions through Bilateral Agreements, requires that key partners such as the Ministries of FNP and Justice and Authorities such as the ZRA are capacitated to support negotiation of Bilateral Agreements and the internal allocation of Share of Proceeds to support domestic climate action.

Furthermore, the recently passed Green Economy and Climate Change Act, 2024 now provides Zambia with the legal framework to mitigate climate change. The Green Economy and Climate Change Act will regulate carbon markets, provide for environmental and social safeguards in climate change actions, establish the green economy and climate change fund and domesticate the United Nations Framework Convention on Climate Change and the Paris Agreement, among others. Dr. Douty Chibamba informed stakeholders that there was an urgent need for all ministries to be aligned on carbon markets.

He further explained that the Zambian government has setup structures that will allow it to trade on Carbon Markets through its Carbon Market Framework. Last year, Zambia signed two Bilateral Agreements with Sweden and Norway and a Memorandum of Understanding with Singapore on Article 6 Cooperative Approaches. Countries are currently in the process of identifying carbon projects under each of these agreements.

This capacity building meeting was the first of a series of meetings for the Ministry of Justice and the Ministry of Finance and National Planning on understanding Article 6 Cooperative Approaches and the operationalization and implementation of carbon markets in Zambia.

The event was supported by the Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program, led by the Global Green Growth Institute (GGGI) with GFA Consulting Group and UNEP Copenhagen Climate Centre as the leading delivery partners in Zambia.
