FRAMEWORK FOR ACTION

OUR FIXED OBJECTIVES

We all have a moral duty to avoid overshooting the 1.5°C temperature target. But the window of opportunity is closing and we must focus on the need to invest today to save tomorrow. Our fixed priority is delivering deep, rapid and sustained emission reductions now to keep temperatures under control and stay below 1.5°C, while leaving no one behind.

Enhance ambition and enable action

The COP29 Presidency’s plan is based on two mutually reinforcing parallel pillars. The first pillar — to “enhance ambition” — combines key elements to ensure all parties commit to ambitious national plans and transparency. The second pillar — to “enable action” — reflects the critical role of finance, a key tool to turn ambition into action and reduce emissions, adapt to climate change and address loss and damage.

INCLUSIVE PROCESS FOR INCLUSIVE OUTCOMES

The COP29 Presidency is listening to and engaging with a broad range of international stakeholders. It is working to ensure everyone’s voices are heard and perspectives are considered and included so that we deliver inclusive outcomes based on shared solutions. We are optimistic that together we can make real progress.

  • Contributing to the global climate action agenda

    Zambia’s Ministry of Green Economy and Environment will contribute to the global climate action agenda and reaffirm Zambia’s achievements as the outgoing AGN Chair on Climate Change. 

     
     
    Leading a regional dialogue on carbon markets

    Zambia led a regional dialogue on carbon markets and Article 6 implementation. 

     
     
    Participating in the #GameChangersZambia for Climate Action campaign

    The #GameChangersZambia campaign features young creators who tell stories about Zambia’s fight against climate change. The campaign highlights how EU-supported projects are transforming communities. 

     
    Supporting youth participation in climate policy development

    Young people in Southern Africa are participating in the RCOY to showcase their leadership in shaping climate policies. They are also working on position papers and calls to action to be presented at COP29. 

     
    COP29 is a critical platform for governments and non-government entities to: Discuss climate efforts, Debate and ideate, Build networks, and Make deals.

  • The United Nations Climate Change Conference, also known as COP28, had several achievements, including:

      The first COP text to mention a global shift away from fossil fuels 

       
       
    • Renewable energy

      A commitment to triple renewable energy capacity and double energy efficiency by 2030 

       
    • Loss and Damages Fund

      The operationalization of a fund to help countries hit by climate catastrophes 

       
    • Assessment

      The publication of an assessment of the world’s progress in mitigating climate change 

       
       
    • Funding

      Significant funding to support climate action projects 

       
       
    • Net-Zero Transition Charter

      The launch of a charter encouraging organizations to make public net-zero emissions pledges and targets 

       
       
    • Breakthrough Agenda

      An agreement between advanced and emerging economies to boost low-carbon industrial products 

       
       
    • Food systems declaration

      A declaration signed by 134 countries to tackle the climate impacts of the food industry 

       
       
    • Pledges
      $700 million pledged for the Loss and Damage Fund, and $186.6 million pledged to protect and enhance nature

There were important achievements in the UAE Consensus such as agreement among all parties to end deforestation by 2030, a recognition that climate change cannot be addressed without protecting nature and biodiversity, and an urgent call to align existing international climate and nature policies and conventions.
