Green Economy and Climate Change Department

The Department formulates and reviews policies and legislation on Green Economy and Climate Change. It shall also be responsible for programs and projects in order to promote investment in economic activities that are low carbon, resource efficient and socially inclusive.

The department performs the following specific functions:

  1. Formulate and review of policies and legislation on Green Economy and, climate change.
  2. Mainstream Climate Change and Green Economy into sectorial policies, projects and programs in order to ensure sustainability;
  3. Conduct research on climate change and Green economy in order to facilitate informed decision making;
  4. Conduct education and public awareness programs in order to build resilience to climate change communities;
  5. Promote and coordinate bilateral and multi-lateral cooperation in natural Green Economy and Climate Change in order to promote Zambia’s interest and meet international obligations
  1. Monitor and evaluate the implementation of Green Economy and Climate Change programs in order to recommend appropriate interventions and ensure attainment of set goals;
  2. Promote climate resilience and green economy methods through investments in low carbon and resource efficient economic activities;
  3. Conduct capacity building for communities and other relevant stakeholders on Green Economy and Climate Change to enhance sustainability

Green Economy Unit

The Section is responsible for policy formulation and review of green policies. It will also be responsible for facilitating green investments in capital projects and economic activities for sustainable national development.

The specific functions for the Section are:

  1. Formulate and review of policies and legislation on Green Economy.
  2. Mainstream Green Economy into sectorial policies, projects and programmes in order to ensure sustainability;
  3. Conduct research on Green economy in order to facilitate informed decision making;
  4. Conduct education and public awareness;
  5. Coordinate bilateral and multi-lateral cooperation on Green Economy in order to promote Zambia’s interest and meet international obligations;
  6. Monitor and evaluate the implementation of Green Economy and interventions in order to recommend appropriate interventions and ensure attainment of set goals;
  7. Promote green economy through investments in low carbon and resource efficient economic activities;
  8. Conduct capacity building for communities and other relevant stakeholders on Green Economy sustainability.

 

Climate Change Unit

This section is responsible for policy formation on climate change to promote sustainable development. It shall also coordinate implementation of programmes/projects including adaptation and mitigation in order to endure climate resilience livelihoods and development. The section ensures that international protocols such as Kyoto protocol and others are translated into policies and implemented to safeguard the country’s development trajectory.

  1. Formulate and review of policies and legislation on climate change in order to promote and foster climate resilience livelihoods and development;
  2. Facilitate monitoring and evaluation of the national system for low emission and climate resilience in order to inform interventions.
  3. Collaborate with key stakeholder Ministries/Agencies in the development process in order to ensure that industrial and other economic undertakings support low carbon development pathways and enhance climate resilience.
  4. Undertake the domestication of the protocols, conventions and agreements on climate change in order to enhance resilience and adaptability;
  5. Coordinate bilateral and multi-lateral cooperation projects and treaties on climate change in order to promote Zambia’s interests and meet international obligations
  6. Conduct education and public awareness programs and campaigns in order to foster community participation in climate change mitigation and adaptability;
  7. Facilitate the mainstreaming and integration of Climate Change in all sectors, including private sector and non- state actors in order to build sustainability in development programs;
  8. Monitor and evaluate the implementation of Climate Change programs across the sectors to track progress and facilitate development of appropriate intervention.
  9. Coordinate the formulation and implementation of the climate change adaptation mainstreaming strategy to enhance climate proofing in development planning processes.
